first part of the hearing process, the BCSC will on the 22nd, simply
announce a date for the
actual hearing. BJ and/or his counsel will have the opportunity to make a statement to the commission on the 22nd... but it's presumably just to request a time extension or something like that.
Hearing Process ¶ 2 The Respondents or their counsel are required to attend at the 12th Floor Hearing Room, 701 West Georgia Street, Vancouver, British Columbia, on Tuesday, August 22, 2017, at 9:00 a.m.

I think this is largely why BJ wouldn't bother to show up... it's just a date setting and there's no reason to say anything at that time. Especially since he's been commanded by JRL to say nothing.
