They needed that approval before they could IRRIGATE aka start leaching.

You are demanding that they break the law and leach before they get approval.
No matter how fast, permits don't take a day to get approved. They started leaching soon after they got approval.

Now you are going to demand that they leach during the "severe winter weather".
