Perhaps some selling to get in on a new PP.     They don't have enough money to take it to production yet.    So  expect more dilution yet.    I expect another announcement soon.     Lots of work to pay for before profitable commercial production. 
   
  Then there is the mining and transportation equipment.      Contract, Rent, Hire or Buy it ?     Much more profitable owning it.     Or at least key peices.      
  However contracting parts or all of the job out to helps to prevent orgaized union intervention and the hinderance it involves.
