Gotta give SICPA credit for trying.

According to Transparency International, Vietnam is “only” the 113th most corrupt country out of the 175 rated. The odds of doing a deal with them are about on par with the Philippines (#101 on the list) which just “postponed” their cigarette tracking project. Not sure how well this bodes for the fuel tracking program the Philippines are / were considering but seemingly hasn’t made any progress in the last 6 or 8 months. Must be tough to figure out which company provides the biggest "benefits" and to whom.
