If the civil war resumes because Kabila refuses to step down, Kamoa-Kakula will become a military target. Half the profits go to the government, either from their 20% share of the project, or the 35% tax rate. Rebels are not going to just sit back and permit hundreds of millions of dollars to flow into government coffers to buy weapons to oppress the people. Cutting off sources of funds would be a top priority. They may attempt to overrun the mine, and sabotage associated infrastructure. This is Congo. They don't follow the Geneva Conventions. Any miners, geos, engineers, and management found by the rebels would be immediately executed. If they're lucky, kidnapped and held for ransom. Jeff, you believe death, mayhem, and murder is only restricted to Africans. You believe somehow Westerners can remain above the fray. It doesn't work that way.
For everyone's sake, it would be best if Kabila could find a safe way to step aside. Government forces have slaughtered whole villages, every man, woman, and child. He may fear being prosecuted for war crimes, or death at the hands of opponents. It is not easy to resign from the job of dictator. RF knew this was a gamble when he went into Congo. It was an opportunity to gain valuable assets, where others were afraid to enter. The final political outcome is beyond his control or that of his Chinese partners. Hopefully, there will be a peaceful political transition. For IVN and everyone else.
