RE:Non ShareholderThe rights offering is now over...but yes,  a non-shareholder in PGD could have bought PGD.RT (rights shares) at any time on the open market...assuming a Canadian citizen. 

I don't see any problem with that.

Going down that avenue...there is a chance that you may not receive all the paperwork in the mail....so I would proactively phone into the broker to give instructions many business days ahead of the exercise.
