Basic fundamentals still apply. From a very simplistic view, BCE is a predominently Cdn business so fluctuations in exchange rates won't really affect them from a bottom line perspective. The bottom line (ignoring sentiment etc) basically determines the share price value on the Cdn exchange. Bids and asks will deviate from that in Cdn $$. The US exchanges will follow that Cdn equivalent. Having said that, if for some reason the US exchanges see demand that pushes the share price one way or another, the Cdn exchange will follow suit. That's why there are algo's employed by the big boys to catch temporary favourable shifts caused by exchange swings.
It's a complicated world. :-)
