September 1st is when water rights gets issued/renewed according to Brian Findlay of Dajin

so im hoping that's what the silence is about, that we are just waiting to cross the t's and dot the i's for water rights

as well, the latter, if we don't hear anything following September 1st may be an indicator of difficulties to come
