However, as roughly a 3% shareholder of ORX and with an average cost per share of $0.055, I can understand fully well why someone would want to take some of their money off the table. Namely, you look at what happened historically when there's been a run (both ORX and many other penny stocks) - the share price goes up quickly, and back down again quickly in the coming weeks. So if there's good news, you want to make sure you're holding a bunch to catch the upswing. But in the situation where you can already lock in a large profit, wouldn't you find it enticing to take some of it off the table "just in case"?
I don't think you'll see anyone dump their shares, but you will continue to see some of this "rebalancing" that's going on until there's news.
