Aphria Inc. APHA

Aphria, which is headquartered in Ontario, produces and sells medicinal and recreational cannabis. The company operates through retail and wholesale channels in Canada and internationally. Aphria is a main distributor of medical cannabis to Germany and has operations in over 10 countries outside of Canada. However, it does not have exposure to the U.S. CBD or THC markets due to the constraints of federal prohibition. It has some U.S. exposure through the acquisition of SweetWater, a craft brewer

Aphria still being held back because US Investments

Aphria still being held back because US InvestmentsDo not expect a policy decsion by the TMX, CDS and Canadian Securities Exchanges anytime soon concerning Canadian listed companies doing business in the US.

While US state medical marijuana programs received a short reprieve until December 8, 2017 because a provision which prevents the Department of Justice from interfering with state medical marijuana laws, was included in a broader legislative package passed by Congress last week to fund the government and provide disater relieve (Trump, Schumer & Pelosi deal).

However, on September 7th, the House Rules Committee blocked the Rohrabacher amendment that prevents the Department of Justice from interfering with state medical marijuana laws.  Because of this decsion, the Rohrabacher will not be able to offer their amendment when the House considers FY 2018 funding funding legislation.

I believe the TMX, CDS and Canadian Securities Exchanges will delay making any policy decsion  until after December 8th when the US picture might become a bit clearer for 2018.

The Ontario Securites Commission has never shown the leadership required to administer and enforce securities legislation in Ontario and I dont see them stepping up to the plate anytime soon.  What do you expect from the same securities commission that relied on the US Court system to charge Conrad Black, Lord Black of Crossharbour (just call me "Con"), with mail fraud and obstruction of justice.  The OSC couldnt do the heavy lifting back in 2005 and I suspect they will drag out their policy decsion until after December 8th.
