You might be right, but until medical cannabis is legalized at the Federal level it will continue to be a drag on the whole industry. Additional quote from the article you cited...

I'm all in favour of anything that assists States in their fight against the Feds to legalize medical and recreational Cannabis.
We need indiviuals like Senator Hatch to step up the fight against the Feds becuase Sessions is ramping up the Federal fight against Cannabis.
