is that what happened? they made a mistake or two and had to re-submit? if you cant blame management, who were the people that submitted in the first place? geez. these guys are brutal.

Some can blame management, but delays are often caused by the smallest oversight. If this happens then another application has to be submitted and who knows how long that takes to be processed. jmo
