More to your point - NAMR was to have posted something (an explanatory memorandum - see below at bottom) to the website within a week of the public debate. That this has not yet happened (as far as we can tell) along with the dismissal/replacement of the president of NAMR. So it is possible that he was holding things up or someone later questioned how he handled the review process.

I will send an email to NAMR and ask if they can comment. But before I do that, has anyone asked ESM/Caroline about the memorandum having not yet been posted to the NAMR website? Or if so, where?

An excerpt from the official translation of the notice issued by the President of NAMR, Mr. Aurel Gheorghe, states, "…please be informed that following an analysis of the proposals raised in the public debate of June 26, 2017, in connection with the draft Government Decision on the approval of the Concession License under discussion, the Explanatory Memorandum has been finalized, which will be posted on the website of the National Agency for Mineral Resources in the course of the next week.
