this is a different industry vertical than telecommunications has historically played, and john, a competent CEO realizes that a ramping off busines development efforts may be an ineffective play and resource draw with potential risks when weighing where to prioritize efforts :business development or RnD. 

It is obvious with the move to outsource distribution, there are local connections to be exploited in the trucking sectors. These are likely tight knit communities where an existing distributor for XYZ products would have more effectiveness in business development. 

Blackberry just realizes they aren't a B2B retailer, but rather a product company focused on R & D. 

This is actually rather innovative, and will challenge larger B2B technology company business models. This makes them extremely competitive, as they are not able to focus on product development.

Your analogy is like saying because a company goes with an outsourcing service like ADP or ceridian that they don't know how to manage employees. Idiot.
