Who carries more weight?

Who carries more weight?Don't forget people that Boeing is a huge and has lots of influence on US government but also does the Airlines. 

They cant punish Bombardier to hard without hurting the airlines. No business wants to be limited on who can supply them or not being able to use technology that others have to consider. 

It it will be symbolic
