Please stop reading news from August 2016. According to their lastest August 10 2017 Corporate Presentation (Glencore) said the following:

"c.$1bn of expansionary capex primarily progressing Katanga Whole Ore Leach commissioning by end 2017"

Comissioning means to bring (something newly produced, such as a factory or machine) into working condition.
