It's called manipulating the market in such a way as to create an advantage not available to the average investor. How regulators allow the sort of trading behaviour to go unaddressed is beyond me. It's hard to have confidence in the workings of the marketplace when you have these scumbags at CIBC behaving as they do, unchecked.
