Earthquakes in RegionYou would think the Guatemalans would want the mine to open so the government can start earning royalties again and rebuilding their cities. There needs to be money earned before you collect can taxes though... I guess the problem is the corruption. If the royalties were spent properly by the government, there would be a lot less civil unreast.
Interesting find... in the US-CAFTA-DR trade agreement, Guatemala is specifically excluded for civil unreast triggering Article 10.6 (Party caused loss of value) and arbitrated dispute settlement (Section B). The exclusion is in Article 10 appendix.
I'm sure the government wouldn't mind private security escort while their army is busy handling the cleanup close to Mexico. But the money needs to start coming in ... imagine the damper on future projects and investment in the region since Tahoe's ordeal.
