My guess is they are optimizing the strains with margin in mind over THC.  Finding that balance.  They were able to produce 30% THC on LBS Sunset at one point.  But that would involve leaving the plant for several more WEEKS in the flowering stage to reach its full THC potential.  For a company like Canopy, that is wasted time when your selling out of product faster then you can grow it.  I am speculating they are meerly fine tuning their internal processes to get the most margin per gram.  Once demand starts to be met, I expect longer flowering processes will be re-introduced to allow for higher THC.
