I don't know if it's manipulation or not. I've done it myself. You put in the bid and see how many others join you, if no one joins in you pull the bid. Also, it's a good way to see how many want out. Put in the bid and watch to see if people on the ask pile in. If there aren't many put up for sale it's a good indicator that their isn't a lot of resistance to the upside and if the asks pile on in big numbers you know a lot of people are looking to get out.
