The first part is correct. The AND condition is wrong. You can sell ON or AFTER ex-dividend date and you will still receive the dividend.
You can do whatever you want on ex-dividend date if you bought those shares prior. That is what the ex means. What this means You will receive the dividend payment if you hold KWH.UN prior to the ex-dividend date and do not sell KWH.UN until on or after the ex-dividend date.
