The first part is correct. The AND condition is wrong. You can sell ON or AFTER ex-dividend date and you will still receive the dividend. 

You can do whatever you want on ex-dividend date if you bought those shares prior. That is what the ex means. It means that those who buy that day do not receive the dividend.
