If management is pushing one thing and the IQRE feels another, those take a long time to sort out. One such example could be if ORX is using historic results that weren't done up the the NI43-101 standard which results in the IQRE being unable to use it.  That could cause a significant discrepancy and could result in the reserve report results being significantly different than previously indicated to investors.  No one want's a surprise here, so management could be trying to prove their position.

Lastly on the upside, what if they've received a purchase offer and need to work through the details?

And the downside - what if the IQRE refuses to give an opinion?
