Do They Have Permission to Exploit Litio 1-6

Do They Have Permission to Exploit Litio 1-6The Bearing  corporate document on page 19 says in the second bullet point that the only concessions they can exploit under the grandfathered tenements rule are San Fransisco, Cocina, Salamina, and Despreciada.    Unfortunately, the majority of the Lithium Carbonate is in the Litio 1-6 concession, which is apparently not on that list?

Does Bearing not have the ability to currently exploit the majority of their resource, located in Litio 1-6?  Maybe that is part of what is keeping the price so low relative to other Lithium salar projects?
