IRL doesn't need to process the vanadium ore themselves.  They can ship to China for processing. 
I believe last week there was a conflict between the government of Congo and the miner of Cobalt, simply because they mined the cobalt and shipped it to china without processing it locally (and thus congo could only tax a lower value).

I can't image that a Chinese company buys a Vanadium mine at a moment that vanadium is hot (and will be much more important for the known reasons) and leave it unused for years.

The mine was on care so can't take that long to have it up and running again ...

But this is only my opinion ...

Anyway, in the long run the company is a must have.
