You didn't understand my question.
Stores that sell tickets today in California or anywhere else, get .05 per ticket they sell, from the lottery company. (It's the same in Canada) Otherwise why would they sell them?
it works like a commission and by paying the stores they allow lottoery companies to put up their signs in their store
My question is: why wouldn't Lotogopher get the same for selling their tickets?
On top of the subscription fee customers pay Lotogppher.
