It set fundamentals for future work, including obtainig funds, normally post FS stage.
For project to be viable, it is not enough to have large resource, you need $ developing it and who cares if there are 50B in the ground if company won't be able to pay back debt and interest.
Company pays debt not from sale, but from profit.
Lowering cut off will increase Capex and Opex (more $ need for larger project and less cash in from more expensive production).
Creditors are not optimists like investors, they won't assume that Li price will be 20K, they want make sure that NLC will be profitable even wtih 8K. 9%/year need lowest risks - there are plenty of projects that begs for $.
Having smaller, super-profitable project as stage 1, with a hint of reinvesting profit for futher work will be attractive for both.
Adrianna Resources has world largest, one of the highest grades iron ore resouce in the wolrd, it is a penny stock. No one want to give them 10B they need, though they have giant 100 years mine life.
Second, NLC do not have enough resources for long project. LAC has 10M resources and it resulted in 1M reserve. NLC has 4M resources (and no reserves yet). Assuming we will have .5m reserves (low impurity) with 35K/year=14 years mine.
Of course, LAC is older company and NLC resource may expand (or we may have better convirsion ratio), but for now we have what we have.
The process (403-PEA-FS-DFS) is establsihed to protect investors after Bre-X scandal. So, if NLC issue super optimistic report and shares surge to $10 we will be happy!!!
What about those who buy these shares from us? Let the suckers lose money, get bankrupt, move to poor area and let their children lose friends and future?

These regulation slowing process down, but make it more fair too.
NLC has great project, its full potentials slowly unfolds and management seems to know what they doing. This is great formula that demands some luck and a lot of patience.
