In a mathematical (financial engineering) sort of way, perhaps.  But not in a very meaningful way.

I would direct you to marketsenses' post and (insert proper pronoun) insights into the 'optics' of it all.  

If it's about the numbers those are easily discernable.  Market sentiment, future prospects are more subjective attributes of a specific view.  

Sometimes (rarely) NCIB's make [market]sense.  More often than not they don't.  

Show me where an NCIB mattered more than the management making the decision and I'll show you a management relying on NCIB's to make their decisions.
