Just because QC says they will operate as a government run not for profit, doesn't mean that QC won't benefit overall. Now with new revenues covering off old expenditures, expenditures that would happen regardless, old revenues can be shifted and used elsewhere. It's all just lip service, while accounting pulls the strings behind the scene's. Bottom line, we are all just happy that QC has a plan to sell MJ.
