"Lithium’s most severe shortage" ...It appears in 2016, Lithium was where eyes were focused.  Now it appears Cobalt has the streets attention.  Either way, recycling of the materials will be beneficial, and IMO most likely the quickest way to replenish stocks required for producing products for the consumers.
