I think this use of funds is relective of Quartermain's penchant to keep on exploring as the drill bit is the best way to add value to an exploration company. The amount being spent is not really a large number and when Brucejack gets really humming there will be enough cash to reduce or eliminate the need to go outside for exploration dollars.
