Likely just noise. The Seanate is an unelected, useless body whose day has long since passed. Trudeau has appointed enough "independent" senators that the Liberals control the vote in the upper house. No,way does he, and by he I mean Gerry Butts, allow the Senate to delay one of his key election promises just a year before the next federal election.
