Banks have turned the poor tellers into salesmen and I am sure all departments are likewise told to squeeze anything extra they can out of any transaction. Time will tell I guess, some evidence will eventually have to show up if a deal was made. 
I don't call this a conspiracy unless something is illegal or is being hidden.  Do you?
