As far as I know the CSX is automated. I have never had the issue your describing when buying on the CSX. Maybe it is on Questrade's end? It's possible you put an all or nothing order and there wasn't a large enough ask to fill it so it went to someone else who was willing to take a partial fill. Something worth checking at least.
