I saw that too, and that was what I thought at first glance as well.  The issue is there are only 5 holders on  Bloomberg that has 800k shares or more.  It could be Scotia helping to facilitate a tax loss selling related trade, where they basically just take possession of the stock for its institutional client until the new year.
I guess we will see once the short interest for TSTIF comes out.
