Stan said they're currently in negotiations with foreign investors, expecting to have deals in place by end of the year and additional traunches in Q1 of 2018. Operational kickoff by Feb (90 days before first flights for ticket sales). This is the best time imo to take a position. Level 2 showing a lot more support compared to resistance too
