That kind of exposure would be on the risky side, because it's at a very high power and is "ionizing radiation". It is also not a good idea to cook your cells from the inside which is basically what these people were doing, kind of like a microwave over does.
However, the range on PAT's devices is small which means that the microwaves they are using are at a power level far below ionizing levels, kind of like the kind that's used in many automatic door openers at stores or in cell phones in some countries.
There is no known cancer risk at these levels and it's something that has been heavily tested.
