second, from the 2016 article.... stated that roads were being built to the site of the new refinery this was begun august 2015)... vietnamese govt (authorities) is not going to build roads to new refinery unless the project is expected to move forward
Last August, Phu Yen authorities started construction of a road to serve the project. In March 2016, when Phu Yen voters asked about the status of the project, the authorities said that it will start operation in the first quarter of 2019.
