Additionally, EPA may become involved with reviewing state permits since the state has primacy for federal environmental law specifically, air, water, and regulated waste for example.
Again, the EPA does not manage nor produce the EIS. It also does not manage state permit applications. The EPA’s internal review process will be within six months which is good, but by no means that the EIS and state permits will be issued within six months.
