I do not know much about mexico tax law but would be surprised if mexico could not confiscate the Vat refund money legally, deposit it into escrow account or by legally stalling payment in this situation.   P is lucky to be getting any Vat at all imo.  So It may be a very good sign they are getting A vat refund finally.   Some companies wait forever and a day for it and mexico could play that game all day long with P.  
We will see.
