On top of the fact that it takes years for a battery chemistry composition to meet all the safety requirements to be used en masse, it is currently not possible to completely substitute cobalt because cobalt is needed for for safety and battery life cycle reasons.  
At this point in time, companies and researchers are trying to reduce the cobalt percentage in batteries from 20 percent to 10 percent.  But even that won't be ready for another 5 years, not to talk of a a full replacement
