Royal Screw-up

Why did they not do a HALT for PHM and VMD until say Jan 2nd or 3rd to give everyone equal opportunity to trade and take advantage of the situation. In my case it looks like VMD opened at $3.50 and before it was settled out in my account to the point where I could trade it was already down to $2.50.
