The numbers you provided don't seem correct. Since I use one of the brokers on your list, I noticed there are at least three discrepancies in your list of commissions for online trading... E-Trade, Action Direct, Schwab Canada ... Is there an unbiased source for this sort of information ?
Net Action (Royal Bank)commission on trades of up to 1000 shares is $29. The commission changes only slightly for trades greater than 1000 shares.

Most trades can be done for $27 through E-Trade(https://www.etrade.ca)with small adjustments for large purchases. Full commission charges apply for each partial fill except when transacted on the same business day. Prices on multiple fills or multiple orders (on the same stock and the same side of the market) are abridged for commission purposes. Fees for U.S. equities are charged in U.S. dollars. Add $15.00 for broker assisted trades.

$33 minimum commission for market/limit orders, $39 minimum commission for special orders including All or None, Minimum lot size, On stop, On stop limit and orders with price discretion.
For shares up to $2.00/share = commission of 1.5% of principal trade value
For shares over $2.00
Trade up to 1,000 shares = $33 commission
Trade over 1,000 shares $33 + 3¢/share on additional shares over the first 1,000
Maximum commission is $150.
