Apart from the day-to-day running of the sites, I suspect everything they do is focused around the financing.
If they've work up a new feasibility study it's because the financing requires it.
If they get independant testing on the material specs on the LiOH it's because the financing requires it.
Maybe if they put out a NR with a Feb 16th deadline it's to push the player on the other side of the deal to act quicker.
Maybe if they talk about three options on the table its to show there's competition here and to get the other players to act quicker.
Maybe the "optimistic" deadlines arent to make grumpy shareholders happy but to push the action along.
They are not in complete control of this process, they need other to step up maybe that's what they are trying to do.
