If the challenge is open to anyone, here's a penny stock that qualifies: Lucara Diamond. 0 debt, plenty of cash (north of 100M) from diamond sales that they hand back to shareholders through regular dividends. When they find extra large diamonds and get too much cash they give extra dividends on top of the regular ones.
