Mongolia's situation is mainly due to past governments , the high level of corruption and squandering of  funds raised in international markets. Mongolia would have been in a far better place today had it avoided the nationalistic anti foreign investment approach of past governments. By the time the international monetary fund steps in, a country is usually in fairly big trouble and strong medicine is needed. The alternatives are usually far worse with zero access to foreign currency and limited access to foreign markets as in default, those that are owned money can confiscate a lot of what gets shipped out of the country. The problem country may complain but in the end has not much alternative than to take most of the prescribed medicine.  The good thing is that Mongolia is currently on the mend and as long as it follows course, things will get better over time. For an extreme example, look at Greece and Venezuela.
