RE:RE:RE:Philippines fuel marking contract... While you SHOULD be correct with your statement, Philippine government information / time lines seem to be somewhat “unreliable”.
I recall a Fall 2016 government document which confirmed implementation of a marker program by the Spring of 2017.
The problem with fuel marking contracts in general but especially in highly corrupt countries … Highly influential and powerful people including top government officials make a fortune from these schemes and thus will do their best to protect the “golden cow” for as long as they can.
Another good example is Mexico. Not long ago there was a lot of chatter about the MX government cracking down on fuel / oil theft etc. Currently the silence is deafening.
In some ways even the EU falls into this category. They just use a more “elegant / sophisticated” approach as in “More in-depth research”. The end result is the same: The can gets kicked down the road.
