Hi TBM...   insiders and Directors usually have black out periods like when earnings are coming out etc.
as far as news goes, if an insider is aware of news release coming....he's not allowed...to trade .
IIroc as programs in place to watch those trades.
But when a news becomes public, there is no rule preventing him from trading the stock.
as far as i know.
