Two words come to mind: equalization payments
The fact that the slush fund was squandered by the Albertan government is not surprising, government always has a knack for misappropriation of funds. This topic is very political, I understand, but the decisions that need to be made have social/economic rammifications. A well managed, balanced exploitation of Canada's resources can inevitably be the building blocks of a strong, evolving economic future.
Big business (ie. Canada's disregraded energy industry) in conjuction with properly managed government mandates might benefit alternative growth and programs....and I'm not referring solely to carbon emission taxes etc.
