So the Congo President signs the new mining code which increases taxes on miners. Copper, cobalt are as precious to the world as are they to generating tax revenue for the Congo. The train has left the station in that going forward these minerals will be commercially mined with mining companies and the Congo benefiting. So in the long term how negative is this for shareholders?
