ACB has earmarked the money for the settlement and driving ACB shares up to hit $12.65 will just cause CMED to keep pace accordingly.

ACB doesn't want to spend the $140Mil as this is a business at the startup phase and they want cash on hand to throw at any production delays so they can be first out the gate.
